1. Background
Federation of Woman Entrepreneurs’ Association of Nepal (FWEAN) is a national umbrella organization of WEAN, established in 2003. With its WEAN chapter currently active across all 77 districts of Nepal. It facilitates networking, collaboration and policy advocacy with the government to promote the women’s economic rights. Based in Kathmandu, FWEAN is served as common platform for women entrepreneurs. The platform also helps to promote partnerships with other national and international development organizations and stakeholders to enhance economic opportunities and skill development for women.
FWEAN contributes to the implementation of the Green Resilient Agricultural-Centered Private Sector Economic Development (GRAPE 2) project through its implementation partner GIZ, under the initiative “Strengthening Entrepreneurial Ecosystem and Building Capacity of Women Entrepreneurs” in Sudurpashchim, Karnali, and Koshi Provinces. Through this support, FWEAN seeks to build organizational resilience, promote climate-resilient enterprises, and expand opportunities for women entrepreneurs across Nepal.
In response to evolving socio-economic and climate challenges, FWEAN aims to strengthen its institutional sustainability and service delivery by developing a Five-Year Strategic Plan (2025/26–2030). This strategic plan will prioritize: This strategic plan will prioritize:
- Financial sustainability through diversified and resilient revenue-generation models at central, provincial, and district levels;
- Climate-responsive support to women entrepreneurs, particularly those operating climate-vulnerable businesses;
- Institutional strengthening for improved governance, membership engagement, and service delivery;
- Enhanced policy advocacy for women entrepreneurship and climate-inclusive enterprise ecosystems.
2. Objective of the Assignment
The main objective of the consultancy is to support FWEAN in developing a comprehensive, realistic, and inclusive Five-Year Strategic Plan (2025/26–2030), including sustainable revenue-generation strategies and measures to address the needs of women entrepreneurs.
3. Scope of Work and Key Tasks
The Consultant will be responsible for the following tasks:
A. Assessment and Situation Analysis
- Review and analyse FWEAN’s current program strategies and policies, membership guideline, and service delivery mechanisms at central, provincial, and district levels to identify institutional strengths, gaps, and opportunities that will guide the Five-Year Strategic Plan.
- Assess existing financial systems, funding sources, and revenue-generation practices to identify opportunities for a sustainable revenue model that ensures financial resilience of FWEAN and its services for women entrepreneurs.
- Identify key barriers related to access to finance, markets, skills, policy support, and climate resilience that constrain women entrepreneurs’ business development.
- Map and analyse the profile, needs, and business challenges of women entrepreneurs across Nepal, particularly those operating in sectors vulnerable to climate change, to inform strategic priorities and service offerings.
- Identify barriers and gaps in membership accessibility and service delivery, including procedural, geographic, and inclusivity challenges, to inform revisions to membership guidelines.
- Analyse relevant policy frameworks and the stakeholder ecosystem supporting women’s entrepreneurship, green business development, and climate adaptation to inform strategic partnerships and advocacy priorities.
B. Strategic Workshop Facilitation
- Design and facilitate a two-and-a-half-day residential workshop for 38 participants, including Board Members, Provincial Presidents, and staff.
- Lead participatory sessions on organizational and ecosystem analysis, climate and gender vulnerability, and revenue-generation options.
- Document workshop outputs and key recommendations to be used in preparing the draft Five-Year Strategic Plan.
C. Strategy Development
Compile workshop inputs into a draft Five-Year Strategic Plan (2025/26–2030) from analysis of existing information, assessments, and strategic workshop including key components:
- Vision, mission, core values
- Strategic goals, objectives, and results
- Cross-cutting themes: gender equality, social inclusion, and climate resilience
- Revenue-generation strategies (central/provincial/district levels)
- Policy advocacy agenda
- Risk management and mitigation framework
- Potential partnerships and collaboration frameworks
- Phase-wise roll out and implementation roadmap
- Monitoring, Evaluation and Learning (MEL) framework
D. Membership Guidelines Review
- Review existing membership policies and procedures to identify gaps, barriers, and areas for improvement.
- Consult with relevant stakeholders, including FWEAN staff, provincial and district chapter representatives, and members, to gather inputs on accessibility and inclusivity.
- Develop and submit revised membership guidelines with simplified procedures, inclusive criteria, and provincial/district alignment for FWEAN leadership review and approval.
E. Validation & Finalization
- Present the draft Five-Year Strategic Plan, including revenue-generation strategies, and revised Membership Guidelines to FWEAN leadership and stakeholders for review.
- Incorporate feedback and submit final documents for FWEAN approval.
4. Deliverables and Timeline

6. Required Qualifications and Experience
- Master’s degree in organizational development, business management, gender studies, economics, or related fields.
- At least 7 years of experience in strategy development, organizational planning, membership-based organizations, or informal economy programming.
- Strong understanding of women’s entrepreneurship, climate resilience, and green enterprises.
- Knowledge of revenue-generation strategies for membership-based or nonprofit organizations.
- Familiarity with Gender Equality, Disability, and Social Inclusion (GEDSI) principles.
- Proven track record in facilitation of strategic workshops and stakeholder engagement.
- Strong analytical, research, and report-writing skills.
7. Reporting and Supervision
The Consultant will work under the direct supervision of FWEAN’s Executive Director and in close coordination with the designated strategy development taskforce.

9. Payment Modality
Payment for consultancy services will be based on the assigned tasks. The consultancy fee shall be finalized through mutual agreement with the selected consultant.
The detailed payment schedule and conditions will be specified in the contract between FWEAN and the consultant.
