ABOUT FWEAN
Federation of Woman Entrepreneurs’ Associations of Nepal (FWEAN), established in 2003, is a not-for-profit organization representing the collective efforts of women entrepreneurs in driving the economic progress of the nation and contributing to decision-making at both national and international levels. Guided by the vision of building the nation through the socio-economic empowerment of Nepali women, FWEAN works to strengthen the entrepreneurial ecosystem and create an enabling environment for both aspiring and existing women entrepreneurs.
As the apex body of the Women Entrepreneurs’ Association of Nepal (WEAN), FWEAN has a nationwide presence across all 77 districts, with 76 WEAN Chapters and the central FWEAN office in Kathmandu, along with FWEAN Province Committees in all seven provinces. The organization is anchored in its core values of Accountability, Ambition, Collaboration, and Creativity.
With a mission to inspire and empower women entrepreneurs and their enterprises, FWEAN’s work is centered around four key objectives:
- To advocate on issues related to women’s economic empowerment
- To enhance the capacity of women entrepreneurs
- To support businesses of women entrepreneurs
- To increase the outreach of FWEAN
JOB SCOPE
The Provincial Officer plays a critical role in strengthening the entrepreneurial ecosystem and enhancing the capacities of women entrepreneurs across the province. The position focuses on facilitating linkages between women-led enterprises, government institutions, private sector actors, and support organizations; improving access to Business Development Services (BDS); and fostering a conducive environment for women entrepreneurs to thrive.
The role requires strong technical expertise in enterprise development, proven coordination skills with provincial and local governments, and hands-on support to women entrepreneurs and their associations.
Key Responsibilities
A. Ecosystem Strengthening & Coordination
- Facilitate effective coordination between provincial ministries, local governments, business associations, financial institutions, and private-sector stakeholders.
- Map ecosystem actors and identify gaps in support mechanisms for women-led enterprises.
- Advocate for gender-responsive policies, programs, and resource allocation at the provincial level.
- Support the establishment and strengthening of platforms for dialogue between government, private sector, and women entrepreneurs.
B. Capacity Building of Women Entrepreneurs
- Carry out needs assessments related to skills, market access, digital literacy, and financial literacy.
- Facilitate and oversee trainings, mentorship sessions, coaching programs, and exposure visits.
- Support women entrepreneurs in developing business plans, improving products and services, and adopting relevant digital tools.
- Link women-led enterprises to BDS providers, financial institutions, and other support services.
C. Project Implementation & Technical Support
- Support the rollout of project interventions at provincial and municipal levels.
- Provide technical assistance in planning and organizing activities such as business clinics, bootcamps, networking events, trade fairs, and market linkage sessions.
- Monitor field activities, ensure high-quality delivery, and troubleshoot implementation challenges.
- Coordinate closely with municipal focal persons, implementing partners, and stakeholders to ensure smooth execution of activities.
D. Data, Monitoring & Reporting
- Document best practices, success stories, challenges, and lessons learned from the field.
- Maintain updated databases of women entrepreneurs, ecosystem actors, BDS providers, and institutions.
- Prepare timely progress reports, field visit updates, and inputs for donor and management reporting.
- Support MEL processes including surveys, assessments, data collection, and verification exercises.
E. Partnership Development
- Strengthen collaborations with chambers, federations, business associations, cooperatives, and private-sector networks.
- Facilitate partnerships with financial service providers, TVET institutions, incubators, accelerators, and market actors.
- Identify opportunities to leverage resources and link entrepreneurs to provincial and federal programs, schemes, and support mechanisms.
Qualifications and Experience
Minimum Qualifications
- Bachelor’s degree in Business Administration, Development Studies, Economics, Gender Studies, or a related field (Master’s degree preferred).
- Minimum 3–5 years of experience in enterprise development, women’s economic empowerment, MSME support programs, or related fields.
- Experience working with provincial and municipal governments in Nepal.
- Strong understanding of the entrepreneurial ecosystem, private-sector development, and BDS services.
- Excellent facilitation, coordination, and communication skills.
- Willingness and ability to travel frequently within the province.
Preferred Qualifications
- Experience working with women entrepreneurs and marginalized groups.
- Knowledge of BDS, Market Systems Development (MSD), and gender-responsive programming.
- Experience working in donor-funded projects (e.g., GIZ, UN agencies, INGOs).
Competencies
- Strong problem-solving, analytical, and networking abilities.
- Sensitivity to gender equality, social inclusion, and local contexts.
- Ability to manage multiple tasks, work under pressure, and meet deadlines.
- Proficiency in MS Office, digital tools, and data management platforms.
- Strong written and verbal communication skills in Nepali and English; knowledge of local languages is an asset.
